From lot to permit: how a custom mountain home comes together
Most delays and budget surprises in mountain projects trace back to a decision made too late — a septic location, a snow-shedding conflict, a design guideline nobody read. This is the order the work generally goes in, and what each phase produces.

What each stage actually delivers
- 01
Feasibility & site analysis
Zoning, setbacks, height limits, slope, access, utilities, critical areas, snow and sun. The deliverable is a clear picture of what the lot can actually hold and where a house wants to sit. On steep or remote parcels this often includes drone photography and view analysis.
- 02
Programming & budget alignment
Room counts, how you'll actually use the house (full time, weekends, guests, rentals), and a target square footage matched to a realistic construction budget for mountain building. It is far cheaper to resolve scope here than in construction documents.
- 03
Schematic design
Plans, sections and massing studied together with 3D views. This is where snow strategy, roof form and the section that captures the view get locked in — and where renderings or a VR walkthrough help you judge a space before it exists.
- 04
Design development
Materials, window and door schedules, structural coordination with the engineer, and the interior decisions that drive cost. Consultants such as geotechnical, septic or energy modeling are brought in as the site requires.
- 05
Permit & construction documents
The drawing set a jurisdiction reviews and a builder builds from: site plan, floor plans, elevations, sections, details, structural drawings with snow-load calculations, and an energy code compliance path.
- 06
Permitting & construction support
Responding to review comments, answering builder questions, reviewing submittals and resolving the things that always come up in the field. Mountain schedules are weather-driven, so sequencing matters as much as the drawings.

Who else is on the team
A mountain project usually involves more consultants than an in-town one. Expect a structural engineer for snow loads and any tall or cantilevered elements, a geotechnical engineer on steep or unstable ground, a septic designer and well driller on rural parcels, a surveyor for boundaries and topography, and a general contractor who has built at elevation before. Local contractors who know the Pass and Kittitas County requirements save real money.

Documents worth gathering before the first meeting
- Recorded plat map and legal description for the parcel
- Any existing survey or topographic information
- Title report, including recorded covenants and easements
- HOA or community design guidelines, if applicable
- Septic records or a site evaluation, if one exists
- Photos of the lot in both summer and winter, if you have them
- Your rough construction budget and target timeline
- A short list of what the house absolutely has to do
A faster route: pre-designed plans
